(1) A person who wants to get a license according to this rule must submit an application form to the local magistrate in the form written in Schedule 4.
(2) If a person attains the age of 21 years and is found fit and reliable to obtain a license, a license may be issued to him.
(3) The person who submits the application for Nike's license must also submit the recommendation of the owner of the license along with the application.
